The UNICEF Assisted Kwara State Rural Water and Sanitation Project

The fight continued to other LGA’s like Baruten, then in Borgu province. The project was assisted with drilling machines, accompanying vehicles and mobile trucks for transporting staff to sites.

An administrative Health education and socio-mobilisation unit was set up to encourage communities to participate in the programmes. This unit also encouraged these communities to take ownership of the programmes.

In addition a Sanitation department was established which was responsible for building sanitation facilities for rural communities – both Sanplat latrines in households and VIP latrines in schools and public places.

From 1984 – 1999, UAP estimate about 500 boreholes and 500 Sanplat/VIP latrines to have been constructed in different parts of the state.

Between 1999 and 2003, UNICEF implemented a partial embargo on rendering assistance to Kwara State as the state government during this period did not comply with or meet the conditions set; and assistance from UNICEF was greatly reduced for those four years.

With the inception of the dynamic Governor, Dr.Bukola Saraki, the partial embargo by UNICEF was lifted and in the same spirit, Dr.(Mrs.) Doyin Alabi Aganaba was appointed the Project Director in August 2003.

UNICEF objectives were to:
  • Create more protected water points in schools and communities
  • Build capacity
  • Service delivery
  • Monitoring and evaluation
  • Treatment and control of Guinea worm infestation and surveillance on Guinea worm.
The prerequisite for the collaboration was for the Government to do its own part by matching UNICEF funding with its own counterpart funds towards meeting the project costs.

The Dr.Doyin Alabi Aganaba led team were very committed and efficient in project planning and implementation. In recognition of this, support from UNICEF was increased from providing for four communities to six communities in 2003. By mid 2004, the project merited and won further assistance in form of an offer of finance from DFID. This assistance enabled the project to be scaled up to cover 15 communities in the state i.e. 5 communities per focal Local Government

The new selected communities were in the 3 focus LGA’s of Ilorin East, Isin and Baruten.
